Reversal: return an accepted debit

A Reversal returns the full amount of an accepted Debit Authorization. The institution matches the original payment references, returns the money once, and records the outcome. If Blinc does not receive a response, it may deliver the same Reversal again; return the earlier outcome without returning the money twice. If the original debit cannot be found, the amount does not match, or the reversal was already completed, reject it without returning money a second time.
